Purpose
Only Regional Property Managers may address approval decisions involving temporary identification. All questions about application status must be directed to them when a Temporary ID is used.
Standard
All on-site staff presented with a Temporary ID at the time of application, whether in person or online, must:
Inform the applicant that verification through a Temporary ID may take up to three business days.
Let the applicant know that permanent forms of ID (such as Driver’s License, U.S. Passport, Permanent Resident Card, or Concealed Handgun License) are preferred and may help expedite the process.
If only a Temporary ID is provided, the Regional Manager must review the sufficiency of the ID, including clarity, consistency, and authenticity.
The Regional Manager must also assess if the application raises any risk indicators, including:
Online applications
Guest did not tour the property
Immediate move-in request
Employer listed has a non-business email (e.g., Gmail, Yahoo)
Employer's phone number does not match listed company address
Forged or incorrect pay stub or mismatched address
Prior landlord email or phone discrepancies
Conflicting documentation (e.g., DOB/address)
Local applications with rush timing (end of week/weekend submissions)
If the Regional Manager determines no fraud based on the above, they may approve the application using the Temporary ID.
If potential fraud indicators are found, the Regional Manager must forward the file and findings to the Regional Vice President for review.
The Regional Vice President will repeat the same evaluation, and either approve/deny or take further steps with the applicant to gather supplemental identification.
This may include requesting permanent ID or clarification of questionable documentation.
If the application is denied, the Regional Property Manager must issue the appropriate Temporary Identification Denial Letter, noting the reason(s).
